A senior Soviet envoy arrived in Riyadh, Saudi Arabia, for what was believed to be the first visit to the kingdom by a Kremlin official in 50 years. Vladimir V. Polyakov, who heads the Foreign Ministry’s Middle East section, arrived three weeks after Saudi Foreign Minister Prince Saud al Faisal visited Moscow representing the six-nation Gulf Cooperation Council. Soviet diplomats in the Persian Gulf said Polyakov would discuss plans for a Soviet troop withdrawal from Afghanistan, Middle East peace prospects and the Iran-Iraq War.
