Maj. Gen. Harry M. Arthur, 88, who spent two years as the ranking American officer with the Chinese Army during World War II. A 1921 graduate of the Citadel, Arthur was called to active duty during World War II, where he served in the Chinese Combat Command, rising to the rank of colonel. After his release from active duty, he organized the 218th Infantry Regiment and was its commander until 1952, when he was promoted to brigadier general and took command of the 51st Division Artillery. Arthur retired as a major general in 1959. On Tuesday in Union, S.C.
