South Korean prosecutors opened an investigation into fraud, influence peddling and financial scandals allegedly involving the brother of former President Chun Doo Hwan. The brother, Chun Kyung Hwan, formerly ran the Saemaul Undong development organization, whose officials are suspected of diverting funds to profit-oriented projects, land speculation and other activities. Chun Doo Hwan, who was succeeded as president by Roh Tae Woo on Feb. 25, left Seoul for a U.S. visit. He is to meet President Reagan today.
