Title IX, the federal statute forbidding discrimination against women’s athletics by colleges, was restored to full effect when Congress overrode President Reagan’s veto of a civil rights bill.

By a 73-24 vote in the Senate and a 292-133 vote in the House, Congress enacted a law that reversed the Supreme Court’s decision in the 1984 Grove City case.

The Supreme Court had held that the old anti-discrimination statute, known formally as Title IX of the 1972 Education Amendments, applied only to specific programs receiving federal funds, not institutions.

Under the new law, any university that receives federal money for any program must comply with the law and must not discriminate against women’s athletics.
