Iran and Iraq reported sporadic attacks and shelling in their 7 1/2-year-old war, but both appeared to be observing a tacit cease-fire in their “war of the cities” missile attacks. The official Iraqi News Agency said Iranian shelling battered the southern port city of Basra and four other Iraqi border towns, killing an undisclosed number of civilians. But neither side reported firing or being hit by any long-range missiles since Friday. A military spokesman in Baghdad said Iraq “refrained from bombarding” Tehran and other cities while Iranians went to the polls to elect a new 270-seat Parliament.
