The Commerce Department has ruled that Japanese-made forklift trucks are being exported to this country at “less than fair value,” a major step toward ordering steep anti-dumping duties on the vehicles. U.S. customs will be instructed to collect anti-dumping duties ranging from 14% to nearly 57% if the U.S. International Trade Commission determines in the next 45 days that the Japanese imports threaten material injury to domestic industry. The ruling came in response to a year-old petition by an American forklift manufacturer, the Hyster Co. of Portland, Ore., four of its labor unions and other employees.
