Nicaraguan rebels will refuse to go ahead with scheduled political talks with the Sandinista regime unless they are satisfied with progress in technical talks on the two sides’ cease-fire plan, a spokesman for the Contras said. Bosco Matamoros said the rebels have not backed down from any of their demands in the technical talks, which are scheduled to resume today in the Nicaraguan border town of Sapoa. The Sandinistas have objected to several of the Contras’ conditions, including a demand that the Soviet Union and Cuban halt weapons shipments to Managua. The political talks are scheduled to begin Friday in Managua.
