The Philippines has demanded access to “secret messages” at U.S. bases in the country, Defense Secretary Fidel V. Ramos disclosed. If accepted, the demand could force the United States to confirm or deny the presence of nuclear weapons at the installations--something Washington has refused to do as a matter of policy. Ramos said the government made the request during talks that began April 5 in Manila on the future of six U.S. bases in the country, including Clark Air Base and Subic Bay Naval Base. The disclosure came as the Philippine Senate opened debate on a bill seeking to ban nuclear weapons.
