Five parties reached agreement on forming a new Belgian government, which would end an impasse that began when the last coalition fell in a language dispute Oct. 19. Wilfried Martens, prime minister of the last government, would lead the new coalition. Involved are the Dutch- and French-speaking wings of the Socialists and Christian Democrats and the nationalist, Dutch-speaking Volksunie.
