The Hungarian Communist Party Central Committee has decided that all its 102 members must stand for reelection at a special party conference this month likely to end the leadership of 75-year-old veteran Janos Kadar.

The conference is expected to vote for major reforms restricting party power and defining expanded powers for Parliament, government and other institutions.

Propaganda chief Janos Berecz told Hungarian TV today after what he called a stormy debate in the Central Committee on Tuesday that it is possible that the whole committee and the ruling Politburo could be changed. It had originally been intended that only a section of the Central Committee should stand for reelection.

‘Institutional Renewal’

The Central Committee, which met to lay the ground rules for the conference, also decided to form a nominating committee that would exclude the present party leaders.

“We want to establish the personnel conditions which make institutional renewal possible,” Berecz said.
