David Steel said he is stepping down after 12 years as leader of Britain’s minority Liberal Party. Steel told supporters in Scotland that he will not run in next month’s election for the leadership of the newly formed Social and Liberal Democrats but will remain in Parliament. The leadership contest, the results of which will be announced in July, was brought about by the merger two months ago of the Liberals and a majority faction of the divided Social Democrat Party.
