Syrian and Iranian negotiators completed plans for 7,000 Syrian troops to move into Beirut’s southern suburbs to halt 16 days of bloody street battles, pro-Syrian sources said in Lebanon. “It is a calculated deployment, which both Syria and Iran want to be carried out with the least losses and casualties,” one source said. In Abu Dhabi, the United Arab Emirates newspaper Al Ittihad said the two countries had worked out an eight-point agreement calling for an immediate cease-fire and the withdrawal of all gunmen from the streets. Battles between the pro-Iranian Hezbollah (Party of God) and the pro-Syrian Amal militia for control of the 16-square-mile slum district have claimed 260 lives.
