Syria Announces Truce in Beirut

BEIRUT —
Syria today announced a new truce in a 3-week-old blood bath between rival Shia Muslim armies in the slums of south Beirut, and it pledged to work for the release of up to 18 foreign hostages--nine of them Americans--believed held in the battle zone.
