Soviet Foreign Minister Eduard A. Shevardnadze conferred with Israeli Prime Minister Yitzhak Shamir today and later said an Israeli consular delegation will visit Moscow in the second half of July.

He said the question of restoring diplomatic relations with Israel, which the Soviet Union broke in 1967, was linked to the convening of an international conference on the Middle East. Shevardnadze said he was convinced such a conference would eventually be held, but he added that Shamir remained opposed to the proposal.
