The United States and Greece resumed talks in Athens on American military bases in what may be the last effort to resolve the issue before formal notification that the bases must be removed from Greek soil. Socialist Prime Minister Andreas Papandreou met his foreign minister and the Greek negotiating team to present final instructions shortly before the weeklong round of talks opened, a government spokesman said. Papandreou has said formal notification will be given July 31 that the facilities must be removed unless a new agreement is reached.
