The South African government submitted to Parliament its long-awaited proposals for creating a multiracial constitutional convention that would seek to negotiate a power-sharing formula giving the black majority limited representation in national government for the first time. The proposed national forum--if it is not boycotted by blacks--would have a black majority of 30 of the 46 members, although the ratio could be altered later. The forum, an advisory body, would be able to debate constitutional change and make recommendations to the white-controlled government.
