The rising cost of malpractice insurance and the fear of being sued has resulted in large numbers of doctors giving up delivering babies and reduced the availability of obstetrical care for poor women, experts said in Washington. Health and Human Services Secretary Otis R. Bowen told a conference sponsored by the Institute of Medicine that the American Academy of Family Physicians reported last year that 18.6% of its members have dropped their obstetrical practice due to liability insurance costs or an inability to get malpractice insurance.
