Donnelley Information Publishing has complained to the California Public Utilities Commission that Pacific Bell’s handling of subscriber information for publishers of directories is “anti-competitive.” Donnelley competes with Pacific Bell’s Yellow Pages directories. In its complaint, Donnelley said Pacific Bell discriminates in providing information to its competitors, fails to maximize its customers’ payments, uses its monopoly position to restrain competition and restricts the growth of directory publishing in such areas as “talking” Yellow Pages. If true, such practices violate state law.
