Groups Urge Public to Monitor Police

Charging that Los Angeles police anti-gang sweeps have led to an increase in police abuse complaints, three civil rights groups Saturday urged residents to monitor officers while they question suspects.

Representatives of the Equal Rights Congress, Law Enforcement Officers for Justice and Police Misconduct Lawyer’s Referral Service said that witnesses should take notes on arrests and file complaints when they observe misconduct by officers. David Lynn, who runs the referral service, said it has received more than 270 complaints this year, an increase of 80% over 1987.
