Fullerton-based Ropak Corp., a manufacturer of plastic containers, said it will open an assembly plant near Toronto. The facility in Burlington, Ontario, will begin operations in early 1989. The company will lease the building and invest $2 million to design it to specifications, said William H. Roper, chairman and chief executive officer of Ropak. Ropak currently has nine plants in the United States, Canada and Japan.
