Czar Appointed to Spearhead Florida Battle on Drugs

TALLAHASSEE, Fla. —
A Metro-Dade police major was appointed Friday as the state’s first anti-drug czar, a move Gov. Bob Martinez hopes will bring Florida’s drug problem into the open as a first step toward recovery.
Douglas Hughes, 43, will chair Martinez’s Drug Policy Task Force and coordinate drug-war efforts among local, state and federal agencies.
“This is not a study commission. This is a recommending, implementing group,” Martinez said.
