Rape Victim’s Suit Claims 911 System Was Flawed

A woman who was raped inside her home by an intruder while police searched outside and left has charged in a lawsuit that the city knowingly operated a flawed 911 telephone emergency system that resulted in the attack.

The woman and her husband, who were not identified, filed the suit Friday, contending that the city failed to adequately screen and train employees for its 911 center and failed to correct deficient procedures. City officials refused to comment on the suit, which seeks unspecified damages.
