Inspections in the United States and Europe show that a superpower treaty scrapping mid-range nuclear missiles is being implemented without cheating, Soviet official Vyacheslav S. Lebedev said. He made the remark after he and 19 other Soviet inspectors landed at the Royal Air Force base at Greenham Common, 50 miles west of London, to start counting U.S. cruise missiles in Britain in accordance with the treaty. “The experience of the inspections has shown that the U.S.S.R. and the United States strictly implemented” the terms of the Intermediate-range Nuclear Forces Treaty, he said.
