National Park Service officials said they have ruled out vandalism as the cause of a scratch noticed Sunday on the Vietnam Veterans Memorial and that the damage has been there since the wall was built. Sandra Alley, a National Park Service spokeswoman, said the scratch, which is 4 inches long and an eighth of an inch wide, was made when names of fallen servicemen were sandblasted onto one of the wall’s granite panels. Two months ago, the memorial was scratched by vandals.
