Micom Systems failed to agree to a $300-million buyout offer from two investment groups, Welsh, Carson, Anderson & Stowe 1V and Warburg, Pincus Capital. The groups had offered a base price of $15.62 a share for the Simi Valley computer communications concern. Micom officials would not say why an agreement could not be reached.
