Herrington would have the debate over the technical feasibility of “Star Wars” confined to the development lab, where Teller’s zealous advocacy and iron grip ensure that no such debate will occur.

The technical feasibility of this program, in addition to its enormous costs, inherent risks ( a la Vincennes), and long-term strategic implications vis-a-vis arms control efforts, all dictate an urgent need for informed public debate. The issue is neither the good of Livermore lab, nor that of the of the SDI program over which the Herrington expressed concern, but rather the good of the country!

Assuring such a result is the concern of all Americans.
