Chilean police used water hoses on both supporters and opponents of the military government of President Augusto Pinochet as campaigning for a coming presidential plebiscite begins to gather momentum. Dozens of cars packed with banner-waving opponents of military rule paraded through the streets of a Santiago suburb, while rival groups of young political supporters lined the pavement on either side. Military commanders will announce Aug. 30 the name of the candidate, expected to be Pinochet, who, if elected, will govern Chile until 1997. Pinochet has ruled Chile since a coup in 1973.
