The Soviet military prosecutor’s office has dropped criminal proceedings against a soldier who deserted in Afghanistan but returned home last month from Canada, according to the official Tass news agency. Nikolai Golovin, 25, went back to the Soviet Union on July 19 after officials announced an amnesty for those who deserted or were taken prisoner during the Afghanistan war. After Golovin arrived in Moscow, it was reported that he passed word to other deserters living abroad that he had suffered no reprisals. “We have taken into account all extenuating circumstances, including Golovin’s voluntary return, and decided to . . . exempt him from criminal responsibility,” Maj. Gen. V. Provotorov told Tass.
