New Chairman Named for Civil Rights Panel

WASHINGTON —
President Reagan has designated William Barclay Allen of Claremont, Calif., a member of the U.S. Commission on Civil Rights since 1987, to succeed the late Clarence M. Pendleton Jr. as chairman, the White House announced Monday.
