The government Wednesday approved the construction of Japan’s first commercial nuclear processing plant.

The plant, to be built in Rokkasho, about 320 miles northwest of Tokyo, will recycle used nuclear fuel, store radioactive waste and process uranium. The $1.4-billion complex, to be run by the Nuclear Fuel Industries Co., is to be completed by 1991.
