‘Is Spanish Wrong Signal?’

So the governor of Kentucky says “Bubba” thinks all in this country should learn to speak English. I won’t argue with that. But when President Dukakis or President Bush, for that matter, visits Latin America, the ability to communicate without translators and read local newspapers will contribute to understanding and possibly peace.
