In an unprecedented enforcement action, the Environmental Protection Agency said it would fine Ford Motor Co. because it has not fully complied with provisions of the Clean Air Act requiring auto manufacturers to guarantee all cars and light trucks issued since 1972 are designed, built and equipped to meet federal emissions standards. The EPA proposed a $230,000 fine against Ford. The agency said Ford’s limited warranty plan provides for repair of emission-control components, but not for other equipment, including carburetors and catalytic converters, that affect emissions.
