A referendum to launch a peace plan for New Caledonia, scheduled for next month, will be delayed at least until the end of October, French officials said in Paris. Continuing disagreement about terms of a peace plan for the French South Pacific territory is holding up the vote. Sporadic violence between Melanesian separatists and settlers wanting to remain part of France has afflicted the territory for several years. The peace plan calls for a year of direct rule by Paris and nine years of limited self-government before a final vote on independence in 1998.
