An international panel began investigating widespread reports of killings, police brutality and other human rights abuses linked to the military regime in Haiti. The four-member group, representing the Human Rights Commission of the Organization of American States, said that Lt. Gen. Henri Namphy’s government has authorized it to conduct its probe “without fear of any reprisals” against the people it plans to interview.
