Talbots has named Arnold B. Zetcher chief executive. Zetcher previously was president. He succeeds Sally Frame-Kasaks, chairman, who has resigned to pursue personal interests. Headquartered in Hingham, Mass., Talbots operates 128 women’s clothing stores in 26 states.
