Former Communist Party chief Alexander Dubcek, who led the “Prague Spring” reform movement of 1968, is to travel abroad for the first time in 18 years to visit Italy, a government spokesman said Tuesday.

He said Dubcek was issued a visa to go to Italy, where the University of Bologna is to award him an honorary degree in political science on Nov. 12 for “his role in defending democratic principles and personal liberties.”
