Nearly 700 Cubans living in Panama and Costa Rica are scheduled to arrive in Miami today as part of an unprecedented resettlement plan in which they will be sponsored by a private exile group. They will be granted asylum under an agreement between the U.S. government and the Cuban American National Foundation. Immigration officials say the accord, concluded in June, marks the first time that private sponsors have promised to shoulder all the costs of resettling such a large number of refugees. The 687 Cubans will be given temporary U.S. immigration cards with a written disclaimer stating that they cannot apply for any type of local, state or federal government aid for two years.
