A 24-hour general strike, the 13th called against the government of Argentine President Raul Alfonsin, grounded airline traffic and halted train service and some factory production but otherwise was only partially effective. The strike was called to protest police actions at an anti-government rally Friday in front of Government House in which 113 people, including 37 policemen, were injured. In Buenos Aires, banks were open with skeleton staffs, and about half of the city’s shops and restaurants were functioning.
