Patients at Cook County Hospital in Chicago would have the right to refuse treatment by workers who carry the AIDS virus under a proposal praised by some in the medical community as an advance in patients’ rights but criticized by others as misinformed. The recommendation was approved by the County Board’s Health and Hospitals Committee. It is expected to be endorsed by the full board next week, becoming the first such policy for a U.S. hospital, officials said. It would cover all hospital workers who “routinely provide direct patient care,” including doctors and nurses.
