Senior Vice President Gary S. Gertz has been named manager of the administrative division of First Interstate Bank of California, Los Angeles. He succeeds Executive Vice President Richard W. Decker, who has resigned to become president and chief executive of Westamerica Bancorp, with headquarters in San Rafael. Gertz, who is general auditor, also will serve on the bank’s managing committee.
