Former Portland, Ore., Police Chief Penny Harrington, the first woman to head a major U.S. police force, has been hired by the California State Bar in Los Angeles as a special assistant to the director of investigations. Harrington will “handle a wide range of special projects, including training and computers,” said Barbara Heller, spokeswoman for the organization, which licenses and disciplines lawyers. Harrington was appointed chief of the Portland Police Bureau in January, 1985. She resigned the following year after a three-member panel, appointed by Mayor Bud Clark to look into several disputes surrounding Harrington’s administration of the bureau, recommended that she step down.
