The Chinese government has offered to hold direct talks with the exiled Tibetan leader, the Dalai Lama, at a place of his choice, the Chinese said in a statement released in New Delhi today. The condition is that no foreigners be involved.

The message was conveyed to the Dalai Lama on Wednesday through his representative in the Indian capital. A spokesman for the Dalai Lama said the exiled leader was deliberating with his advisers on a response.
