Time to Act on Park

As recent articles and editorials have pointed out, the process of preparing a new master plan for Balboa Park has been going on now for nearly a decade. On Monday, the San Diego City Council can start bringing this process to a close by adopting a conceptual master plan to guide the park’s future improvement and development in a coordinated and sensible manner.

Balboa Park is rightfully touted as San Diego’s greatest treasure. But, despite its beauty, its historical significance and its importance as a recreational and cultural resource for San Diego residents and visitors, Balboa Park has suffered many indignities and much neglect over the years. It is home to a freeway as well as other major roads, a landfill and two maintenance yards. The dedicated efforts of city staff and the park’s many supporters have not kept paint from peeling on the buildings in the Prado and Palisades, nor weeds and litter from abounding on the park’s east side.

The park’s problems can be solved, but not without a comprehensive plan to set the right direction and subsequent funding to allow the plan to be implemented. The City Council needs to approve the proposed conceptual master plan on Monday, and then move ahead rapidly with more precise planning and with development of a workable financing plan.
