Sports officials from 26 countries recommended that governments adopt random and out-of-competition drug testing at the European Sports Conference in Borlange, Sweden.
“Random tests should be carried out anywhere at any time during the whole year, not only during big championships,” said Dr. Arne Ljungqvist, a Swedish member of the International Olympic Committee’s medical commission.
