President Reagan vetoed legislation calling for a study of the nutritional quality of the food Americans eat, saying it would create an “unnecessary and complex federal bureaucracy.” He said the bill would have established a “comprehensive plan for the assessment of the nutritional and dietary status of the United States population and the nutritional quality of food consumed in the United States.” Shared responsibility for the program was given to the departments of Agriculture and Health and Human Services.
