Need for Citizens to Master English

I have just finished reading Harry Teitelbaum’s article (Dec. 4) concerning the need by all elements of our plural society to master standard English.
Speaking as a member of the Committee to Implement Proposition 63 English The Official Language, I and many other members of U.S. English agree that bilingualism by our citizens has merits. However, every citizen must be English-language proficient to one’s fullest natural ability in order to participate in American society.
Substandard English language skills by any citizen, natural-born or newly arrived, hurt all of us. Race has nothing to do with this, while the ability to live in peace as neighbors and friends and fellow Americans is the bottom-line issue.
