Maxicare Health Plans named Harley B. Blankenship, 51, as its executive vice president and chief operating officer. Blankenship had been administrative director for the Screen Actors Guild producers’ pension and health plans since 1983. The company, which operates health maintenance organizations with a total of 1.3 million members, said it has put together its new senior management team. It is headed by Peter J. Ratican, who became chairman in August.
