Italy told the United States that Libya, accused by Washington of building a chemical weapons plant, is ready to accept all international controls on banning the use of chemical weapons. A government statement said Foreign Minister Giulio Andreotti had discussed the issue with the Libyan No. 2 leader, Maj. Abdel-Salam Jalloud, and conveyed the pledge to Secretary of State George P. Shultz. The statement said Andreotti “informs his American colleague that the Libyan government confirms its participation” in the Jan. 7-11 Paris conference on the non-use of chemical arms.
