Inspectors from the Nuclear Regulatory Commission began supervising the restart of the 670-megawatt Pilgrim nuclear power plant at Plymouth, Mass. John Fidler, a spokesman for Boston Edison Co., which owns the reactor, said the restart process would take about four months. Ignoring the objections of Gov. Michael S. Dukakis and other Massachusetts officials who claimed that evacuation plans for communities near the reactor were inadequate, the NRC last week approved the restart of the plant, which was closed in April, 1986, because of safety and managerial problems.
