* Cyrus R. Vance, secretary of state in the Carter Administration, has been named a director and chairman of the Federal Reserve Bank of New York for 1989. In both posts, he succeeds John Opel, executive committee chairman of International Business Machines, who was chairman of the New York Fed for 1987 and ’88.
